State fire services issue a no-objection certificate confirming a building meets the National Building Code’s fire provisions. It is a precondition for occupancy certificates, trade licences, hotel and hospital registrations, and it comes in two stages — a provisional NOC on the plans and a final one after inspection. Most states require periodic renewal.
